Spain is building four temporary reception sites with ۱,۵۰۰ places as an estimated ۵,۰۰۰ migrants remain in Ceuta after more than ۷۲,۰۰۰ people crossed from Morocco in July. Many are living in makeshift beach camps while seeking work in Europe.
